The planning process starts when an individual is assigned a task, either by themself, by their manager, or on request from some other authorized person. That individual must then construct and traverse a pathway which is sufficient to achieve the goal. The complexity of a given task/goal is determined by the problems (or obstacles) that have to be overcome in traversing the pathway.

The questions are:
How big are the problems?
What needs to be done to overcome them?
How complex are they?
What resources will be necessary?
